Carmen Barahona was arrested in the death of Nubia Barahona, the Miami-Dade Police Department announced nearly three weeks after the girl was found in the pickup along Interstate 95 in West Palm Beach. She was wrapped in plastic and had been doused with a toxic chemical.

Her twin brother, Victor, was in the front seat, critically burned by a chemical, authorities said, and their father was lying on the ground nearby, unresponsive. Police said the father doused the boy with a chemical so toxic it sickened rescue workers.

The father, Jorge Barahona, also apparently put gasoline on himself in what he later told police was a futile suicide attempt by setting himself on fire.

Jorge Barahona has pleaded not guilty to attempted first-degree murder in the injury of Victor, who has been released from the hospital.

Authorities haven't said how Nubia was killed.

Carmen Barahona also faces seven counts of aggravated child abuse and seven counts of child neglect. Her attorney didn't immediately respond to an e-mail, and police refused to elaborate on what led to the charges. The head of the police department was expected to talk to the media Monday, according to the agency's news release.

State child welfare officials have come under heavy criticism over missed opportunities to help the twins after an anonymous abuse allegation was called into a hotline Feb. 10 — four days before the children were found.

The caller said the twins' feet and hands were bound with duct tape and they were kept in a bathtub as punishment. Child welfare officials also believe the girl was being starved.

The officials have described a disturbing picture of a Jorge and Carmen Barahona, who adopted the twins, an 11-year-old autistic boy and a 7-year-old girl from foster care. The couple has been the focus of at least three abuse allegations in the past several years, but nothing ever came of them.

Gunmen kill 3 at bar near US consulate in Juarez

Two young men died at the Muro bar during the shooting around 1:30 a.m. and a third victim died after being taken to a hospital, said the spokesman for Chihuahua state prosecutors, Julio Castaneda. Two more men suffered wounds, he said.

The prosecutors office had not yet identified the victims, who were between 20 and 25 years old, Castaneda said.

It was the second attack on a bar in Ciudad Juarez in a week, he said. Five men were killed a week earlier at the bar La Brecha.

Fighting among rival drug cartels have turned Ciudad Juarez into a battleground in recent years. The city, which sits across from El Paso, Texas, has seen more than 6,000 people killed in drug violence the past two years.

Also on Sunday, Mexican authorities reported the arrest of a suspected high-ranking figure in the Sinaloa drug cartel.

A general in charge of a military garrison near San Luis Rio Colorado in northern Sonora state said police detained Julio Cesar Aguilar Garcia, known as "El Vaquero," or "The Cowboy."

The general says Aguilar is a suspected trafficker for the Sinaloa cartel's Ismael "El Mayo" Zambada. He is alleged to have directed air shipments of drugs in the Valley of Mexicali, near the Arizona border.

The general spoke on condition of anonymity because he was not authorized to talk to journalists.

He said a traffic violation led to Friday's arrest of Aguilar and five others.

India successfully tests interceptor missile

The interceptor missile destroyed a medium-range missile over the Bay of Bengal after the missile had been fired from a test site in the eastern state of Orissa, ministry spokesman Sitanshu Kar said.

"It hit the target missile at an altitude of about 10 miles (16 kilometers)," Kar said.

A test of the system last March was unsuccessful, with the interceptor missile failing to take off.

Sunday's exercise tested the system's ability to track, intercept and destroy incoming missiles and was part of a series of trials, he said.

Nuclear-armed neighbors India and Pakistan usually notify each other ahead of major missile tests, in keeping with an agreement between the two nations.

It was not immediately known whether India informed Pakistan about Sunday's test.

Ronaldo scored in the 51st, 67th and 77th minutes, his fourth three-goal game this season to go along with one four-goal match. He limped off with a muscle problem after the final goal, going straight to the dressing room. Real Madrid finished a man short.

"I don't know. It seems like a serious injury. That's the negative note from the game," Mourinho said. "Especially as Ronaldo doesn't just do small things."

Mourinho soon followed up his initial words with more encouraging ones over his star player's health.

"If Cristiano has something it's something minor, it's no drama," Mourinho added.

Ronaldo said he didn't think he will play Sunday against Racing Santander but didn't believe it was serious.

Coroner: Miss. boy found in oven died from heat

Washington County Coroner Methel Johnson said Friday that the pathologist is still trying to determine if 3-year-old Tristan Robinson was conscious when he was put inside the electric oven. He also appeared to have suffered trauma to his head.

Police found the boy's body at his mother's apartment Wednesday. Preliminary autopsy results show he died from "thermal injuries" from being in the hot oven.

Greenville police have charged the boy's 24-year-old mother, Terrie A. Robinson, with murder. She is being held on a $5 million bond.

Washington County Coroner Methel Johnson said police found Tristan Robinson's body inside the electric oven at his mother's apartment Wednesday.

Growing refugee crisis at Tunisian border town

The stench of feces made the air uncomfortable to breath, trash was everywhere and many of the tens of thousands of migrant workers had been stranded for several days and had no money. The Tunisian army has set up tent camps to help house the laborers, but not nearly enough for everyone.

"We have spent two nights on these blankets on the ground here," said Arif Rahman, a 28-year old Bangladeshi who worked as a carpenter for a Korean company in Libya for two years. "We are afraid it will rain on us, and we are so cold."

"We are afraid that if we stay here for a long time many people will die, because we do not have showers, and we are also getting sick," he said.

About 12,000 people have been crossing the Tunisian border daily this week, and in total between 20,000 and 30,000 migrants were now in Ras Adjir, said Monje Slim from the Tunisian Red Crescent.

"The biggest problem is the logistics. It's where to put people, where to put camps and also the medical concerns," said Slim. "We have seen an outbreak of skin diseases and 15 cases of eye infections."

Tens of thousands more were massing at the borders just inside Libya, perched in camps or roughing it outside while awaiting evacuation, safe passage or asylum. Those who did so braved cold weather, lack of food and water, and other dangers. Thousands more were frozen in place, fearful of the growing violence.

International Organization for Migration officials said almost 200,000 people have now crossed from Libya into Tunisia, Egypt and Niger. The pace of exodus has picked up the last week after protests against longtime leader Moammar Gadhafi turned into armed clashes that have brought the country to the brink of civil war.

To help deal with the crisis, Europe, the United States and the United Nations were donating more than $30 million.

President Barack Obama said he has approved the use of U.S. military aircraft and civilian flights to get people out.

"The violence must stop. Moammar Gadhafi has lost the legitimacy to lead and he must leave," Obama said.

Senior U.S. defense officials said flights from Ramstein Air Base in Germany were being prepared, and planes could leave as early as Friday for the first evacuation mission. The officials spoke on condition of anonymity because plans have not been officially announced.

On Thursday, migration officials began evacuating 5,500 foreign workers from the eastern Libyan port of Benghazi, the second-largest city, which is now held by rebels opposed to Gadhafi's regime.

They said nine flights provided by Britain and the U.N. refugee agency based in Geneva were flying nearly 1,700 people Thursday from Djerba, Tunisia, to Cairo.

Those efforts will help bring another 2,250 stranded Egyptians home over the next five days as France lends two planes to the effort.

At Benghazi's port and surrounding warehouses, the first to be airlifted out were about 200 women, children and medical patients. Evacuees-in-waiting were mostly from Bangladesh, India and Sudan, and a few from Syria and Ghana.

Migration officials said many refugees were afraid of being shot in the fighting, or didn't know there was help waiting at the Egyptian border. And many, particularly those from sub-Saharan African, are undocumented, making a border crossing more difficult. Libyan port authorities, out from under Gadhafi's yoke, also were trying to help.

Libyan Red Crescent aides and international immigration officials were escorting small groups by road to the Egyptian border at Salum. About 3,000 people had reached there from inside Libya, and were waiting until ships could be found to take them to Alexandria in Egypt.

But about 3,000 Bangladeshis and 1,000 northern Sudanese were trapped in a no-man's land between Libya and Egypt, where emergency workers were trying to bring them food, water and medicine.

Migration officials in Geneva said one African worker told them 6,000 to 10,000 other foreigner laborers, families and pregnant women were trapped in Al Khums, on the Libyan coast. The group included West Africans, Chinese and Filipinos.

The officials said food supplies were low, illness was spreading and fear of reprisals against foreigners was keeping them indoors.

In Ras Adjir, many migrants occupied an abandoned building, sleeping in half-constructed rooms for some protection from the cold at night. During the day outside, they turned blankets from aid workers into makeshift tents to take shade from the sun.

Volunteers set up a table, and offered migrants the use of satellite phones to make brief calls home. Closer to the border, Egyptian men held small demonstrations calling for their government to bring them home.

The situation facing Abdulrahman Mittoo, a 27-year-old Bangladeshi migrant, exemplified the predicament facing many of the stranded.

He said the Korean company he worked for didn't give workers their most recent paycheck, and banks were closed when he fled. He spent three days sleeping on the Libyan side of the border, and then has spent the last couple days sleeping on the ground in Tunisia.

"We have no embassy in Tunisia, and our government has had no contact with us at all," he said. "We are so tired. We just want to go home."

Safety is an important factor in any vehicle research and consideration process. In order to stay abreast of safety trends related to consumer vehicle complaints, Edmunds analysts undertook a task that has now given Edmunds — and ultimately, consumers, the automotive industry and the media — a new way of looking at complaints.

The mission of the National Highway Traffic Safety Administration (NHTSA) is to achieve "the highest standards of excellence in motor vehicle and highway safety." Part of achieving that goal is listening to what consumers have to say about their vehicles.

Consumers can complete an online form or call a hotline to report the safety-related complaints they believe they are experiencing with their vehicles. The Office of Defects Investigation (ODI), an office of NHTSA, reviews and analyzes all submissions to identify trends and conducts any necessary investigations.

Because consumers' descriptions and categorizations of their experiences vary, are not expressed in a consistent manner and are not adequately aggregated and analyzed by NHTSA-ODI, Edmunds recognized that there was a need to engage in a further review of the complaints and a deeper analysis of the complaints database. Edmunds did such a review and has re-categorized the complaints using new standard categories that Edmunds defined. Edmunds began with complaints submitted to NHTSA-ODI since January 1, 2005 for vehicles commencing with the 2005 model year. Edmunds continues to retrieve, review and categorize complaints data from NHTSA-ODI weekly, adding to an in-house database that now consists of more than 90,000 consumer vehicle complaints.

The Edmunds.com NHTSA Complaints Activity Report is the result of this examination of the frequency, trends and composition of complaint submissions at the automaker, brand and category levels. The Edmunds team performs a relative comparison among the automakers and their brands by weighting the number of complaints based on total vehicle sales. This result is expressed as "Complaints per 100,000 Vehicles Sold."

The Edmunds.com NHTSA Complaints Activity Report is published monthly.

Overview

Complaints filed in February totaled 2,383 complaints, a 14% decrease from January. This is also a 70% decrease from February 2010.

Manufacturer Highlights

1,934 out of 2,383 complaints, or 81%, were filed in February for the major automakers indicated, with General Motors and Chrysler making up over 50% of the complaints. When compared to unit sales, American honda continued to have the lowest complaints per 100,000 vehicles sold out of the major automakers for February.

Complaints by Brand

Complaints submission decreased 14% in February. Only 6 out of the 37 brands indicated saw a percentage increase in complaints filed.

Category Breakdown

The monthly complaints received for each category decreased across the board from January to February. Powertrain continued to be the category receiving the most complaints (30%). Most of these complaints revolved around consumers' problems with general powertrain issues as well as vehicle stalling and not shifting properly.

Category Definitions

Airbags and SeatbeltsComplaints related to the functioning of airbags and seatbelts. Examples include: air bags that don't deploy when expected, air bags that deploy on their own, seatbelt retractor or buckle difficulties.

Body and GlassThese complaint reports include mechanical faults related to the integrity of body panels or problems with external systems such as windshield wipers, doors or cargo hatch operation. Concerns with design factors such as outward visibility and blind spots are also included.

BrakesComplaints related to issues that occur when braking, such as: pull left or right, brake lock-up, high or low pedal effort, long pedal travel, reduced braking effectiveness, noise and vibration, and warning lights associated with the brake system.

Chassis suspension and axlesComplaints in this category describe symptoms related to a car's suspension, not including steering, but including symptoms like suspension noise and/or vibration, suspension breakage, separation of a tire and wheel from the vehicle, stability/traction control malfunction or warning lights.

Exterior LightingIncludes complaints dealing with the operation of headlights, turn signals, brake lights, any other exterior lighting or their associated control systems. Examples include: one or both headlights fail prematurely, loss of tail or brake lights.

Fuel/Emission/Exhaust SystemThese complaints involve a vehicle's fuel, emissions or exhaust system. Examples include: gas gauge malfunction, fuel tank overflow, fuel tank leakage, fuel or exhaust smell, fire, etc.

Interior Electronics/HardwareConcerns with interior electronics or interior hardware components such as interior door locks, power accessories, heating and ventilation systems, keyless entry systems or a loss of electrical power.

PowertrainThis category includes complaints associated with a car's engine, transmission or driveline. Symptoms reported here are generally dynamic issues such as unintended acceleration, improper shifting, engine surge or hesitation. Other complaints such as stalling, overheating, failure to start and fluid leaks may also be included.

SteeringThese complaints describe problems with steering a vehicle, such as: drift or pull to one side when driving straight, loss of steering response, loss of power assist/high effort, unusual noise and/or vibration that occurs while steering, steering that sticks or freezes.

Wheels and TiresComplaints filed here relate to wheel and tire problems such as tread separation, valve stem leaks or rim failures, but they can also include problems with tire pressure monitoring systems (TPMS) or difficulties with the spare tire and jack.
